# Chemical Market Weekly | November 4, 2026: 2026 hazardous-waste exclusion list takes effect, online-sales compliance rules promoted, EU green directives enter enforcement

This week (November 4 weekly) domestic policy and standards landed densely. From the hazardous-waste management list and online-sales compliance for industrial products to the "15th Five-Year Plan" new-growth-driver cultivation and production-safety precautions, all set clearer compliance requirements for the design, material selection and manufacturing of pressure-bearing and mixing equipment such as stainless steel reactors, mixing tanks and dispersers. Overseas, EU green-transition directives entered the enforcement phase and the bio-based packaging consultation was launched; a U.S. ultra-processed-food labeling cost estimate came out, and the "scale-up gap" for bio-based materials is still to be bridged.

1. Domestic policy and standards: compliance requirements move upstream to design and selection

### 1. 2026 edition of the hazardous-waste exclusion list released, a boon for the architectural-coatings industry Per the China National Coatings Industry Association on November 2, the Hazardous Waste Exclusion Management List (2026 Edition) has been officially released by the Ministry of Ecology and Environment and other ministries. The list excludes certain by-products that are unavoidably mixed in during industrial production but pose controllable risks, making the hazardous-waste determination for reaction sections in architectural coatings and resin synthesis clearer, and compliance costs for related enterprises are expected to fall. ### 2. Compliance promotion for new online-sales rules on industrial products launched The State Administration for Market Regulation introduced on November 2 that on October 28 the "National On-site Event for Compliance Improvement of Key Industrial Products Sold Online" was held in Pinghu, Zhejiang, under the theme "Learn the new rules, understand the criteria, guard safety and raise quality," focusing on promoting the "Provisions on the Supervision and Administration of Quality and Safety of Key Industrial Products Sold Online" and urging e-commerce operators to fulfill their quality-safety obligations. For chemical equipment sold through online channels, the standardization of factory documentation, nameplates and certificates of conformity has become a hard requirement. ### 3. NDRC details "15th Five-Year Plan" new-growth-driver cultivation On November 3 the National Development and Reform Commission held a press conference in its "Forge Ahead into the 15th Five-Year Plan" series to introduce the cultivation of new growth drivers, covering the marine economy, future industries, the "AI+" initiative, unlocking the potential of data factors and building a Digital China. The intelligent and integrated upgrading of equipment manufacturing was included in the framework for cultivating emerging pillar industries. Source: National Development and Reform Commission

### 4. State Council Work Safety Committee Office and MEM video-dispatch safety precautions The Ministry of Emergency Management reported on October 23 that the State Council Work Safety Committee Office and the Ministry video-dispatched recent safety-prevention work, stressing the tightening of production-safety accountability and stronger risk control in key industries and sectors. The agitator seals of reactors in chemical production units, the safety accessories of tank farms and explosion-proof configurations are key objects of daily safety inspections. 2. Overseas regulation and industry dynamics: green transition enters enforcement phase

### 5. EU greenwashing directive (EU) 2024/825 fully applies According to Renewable Carbon News, from September 27, 2026, EU Directive (EU) 2024/825 is fully applied through the national legislation of member states, tightening the rules on environmental claims, sustainability labels and climate-neutrality claims. For exporters of plastic and bio-based products to the EU, packaging and claims containing wording such as "recyclable" or "biodegradable" need to be re-assessed against compliance boundaries. ### 6. EU launches public consultation on bio-based packaging On October 21 the European Commission launched an open public consultation on the role of bio-based plastics in packaging policy, open until January 13, 2027. The consultation is part of the review under Article 8 of the Packaging and Packaging Waste Regulation (PPWR) and will assess the technological development and environmental performance of bio-based plastic packaging, supporting a harmonised framework. ### 7. U.S. ultra-processed-food labeling cost estimate released FoodNavigator reported on October 23 that an analysis estimates mandatory ultra-processed-food labeling could affect 72% of packaged foods and add about 14.2 billion U.S. dollars in annual cost; the U.S. Consumer Brands Association questions its costs and public-health benefits. Compliance of food-contact materials and packaging is becoming a variable that export-oriented companies must track. Source: FoodNavigator

### 8. Bio-based materials' industrialisation "scale-up gap" still to be bridged Chemical Engineering wrote on November 1 that successful pilot operations are only the first step; for bio-based processes to move from the research environment to industrial plants, the "scale-up gap" must be crossed—solving amplification problems from lab to factory in heat transfer, mixing and separation. This is exactly where equipment such as sand mills keep gaining ground in the new-energy and materials fields. Source: Chemical Engineering
